With the amount of bribe money that Jolly had been paying to the government, it was technically already his. Jolly decided to make it official by becoming Colombia’s first dictator. Under Jolly’s rule, Colombia became a thriving hub for black market dealers.  But that brought more attention to Jolly than he wanted.
