Jolly had recognised the leaves that the cartel was harvesting.  There was an untouched forest near the coast with those plants. It was hard to get to because of the cliffs surrounding it.  Jolly approached it from the sea and set up base.   He started harvesting it and soon realised that it was a hybrid plant. Soon Jolly was running the cartel.
