Angel heard a sacred relic from her homeworld might be at the bottom of one of Earth’s oceans, lost with a smuggler’s ship.  She needed to be able to go down and search for it, so she asked Bubble for some help. Bubble turned her into a mermaid, so she could spend as much time as she needed searching to find the relic.
